Military camp of Roc Noir (Savoie), which houses 700 people of the 13th Bataillon de Chasseurs Alpins, is the first eco-military site. The EDF Group was chosen by the French Army for the implementation, commissioning, operation and maintenance, including financing for the first French Army Energy Performance Contract. The Ministry of Defence has signed with EDF Optimal Solutions, a subsidiary of EDF, its first partnership agreement and energy performance. After two years of work, amounting to 12.5 M€, 30 buildings have undergone an energy renovation.
A wood boiler was created, producing 40% of the heating needs of the camp; 14 solar carpet areas of 100 m² each were installed on the rooftop for the production of domestic hot water; 14 buildings are heated with heat pumps; 58% of energy consumption of renovated buildings will be covered from renewable energies.
This project was tailor-made in order to fit the French Army's requirements, such as:
- First sustainable military camp
- Facilities modernization
- HVAC system improvements for the soldiers's comfort
- Transparent financial structure under form of annual rent with excellent visibility over expenses
